Get a Congressional Declaration of War first.
The statement implies a Constitutional, legal and legislative myth, that the words Declaration of War must be included in Congressional legislation backing the Commander In Chiefs actions that place our military into combat. The founders had no such myth in mind. Declaration of War was understood (and identified in their debates) as a concept, not a required format, title or textual requirement in a Congressional act backing the Commander In Chief. The fact that it has been used, at times, is not a proof or excuse that it is a requirement, Constitutionally; its not.
