how so? was the man in question the owner? it’s a private establishment. you can be ejected or refused service for almost any reason. and if you refuse to follow the bar rules, the police will be called to remove you because at that point you are effectively trespassing on private property when you are no longer welcome.

The bar rules were forced on the owner by the government.

The ban on smoking in public places came into force in July this year

I dare say there wasn't an issue with smoking in the bar prior to this.
