Sad thing is, these young ladies are not "innocent." Many of them come from troubled homes already.

This is true. Did you notice what was missing in that article? Any mention of fathers. Often, these girls have no live-in father.

Also, although that article reported on the Pakistani gangs, there are also, in East London, numerous East Indies black men running young white girls. These are Caribbean and Jamacian black men, similar to the Pakistanis described here. The girls are white teenagers, and hot to trot. It is difficult to persuade them to give up that lifestyle.

In the past, girls who were sexually active under the age of 16 were sentenced to live in juvenile justice institutions. That was repressive, and was stopped in the early 1970s. Now, they are free to do, and to become role models for younger girls.

Being from a fatherless or disadvantaged home makes young people more vulnerable to all sorts of problems, but it doesn't mean every other home is safe. The article stated:

Not all the girls are from disadvantaged backgrounds. A recent national survey by Barnardo’s found that, of underage children selling sex, nearly half still lived with their families, with only 14% being in care.
