The 22-year-old inmate is accused of scarring for life Dhiren Barot, who was jailed for life for leading a British-based terrorist cell that plotted bombings across the world.
Barot's lawyer claimed he had the boiling oil thrown over him during the attack in the high security Frankland Prison in County Durham.
The unnamed prisoner faces charges of wounding and assault occasioning actual bodily harm following the incident on July 6.
He will appear in court later this month.
After the alleged attack, which left Barot, 35, with excruciating burns, a news blackout was imposed to protect medical staff from possible attack while he was treated at Newcastle's Royal Victoria Infirmary.
A Durham Police spokesman said today in a statement: "A prison inmate from Sunderland has been charged with an assault at Durham's top security Frankland Jail this year.
"The victim, a 35-year-old Category A prisoner, suffered burns to his body and face in the alleged attack on July 6.
"He was treated for several days at Newcastle's Royal Victoria Infirmary before being readmitted to the prison.
"Police inquiries have been taking place since then and this morning detectives from Durham charged a 22-year-old from Sunderland with wounding and assault occasioning actual bodily harm.
"He is due to appear before magistrates at Peterlee on October 23."
Barot was sentenced to life, with a minimum term of 30 years, for planning to plant radioactive, chemical or toxic gas bombs and pack limousines with nails and explosives in the UK and America.
The al Qaida mastermind had been moved to Frankland from Belmarsh jail, south east London, after fears for his safety.
Barot was arrested in August 2004 and accused of conspiracy to murder.
He admitted planning to bomb several targets including the New York Stock Exchange, the International Monetary Fund HQ, and the World Bank.
Barot, who recruited other bomb plotters, was sentenced to life in prison last November.
It was recommended he serve 40 years but that was cut to 30 years on appeal in May.
Barot was born in India then moved to Kenya with his family.
They came to England in 1973 and his banker father had to work in a factory to support them.
Hindu Barot converted to Islam aged 20. He later travelled to Pakistan for al Qaida training and funding.

Doing the math, Great Britain has a population of about 61 million, and an army with about 145,000 troops — or roughly 0.002 of the total. The army has been and remains part of the “few” with grit - plus one prisoner ...
Just reading, last month it took six riot police officers wearing protective gear to storm a pub in Warwickshire and require a “subject” to extinguish a cigarette.
Hopefully, the troops on the line fighting against terror can realize the irony of that bit of news.

We've got an arrogant little jihadist who now has been burned horribly all over his face and probably upper body at least. VERY painful, VERY disfiguring. He now has to bear the dishonor of not only failing in his bombing quests, but of failing to die as a jihadist during his bombing quests, of failing to actually kill any infidels, and now he has been physically humiliated in prison, and still he is unable to die.He knows that he'll never get the 72 virgins and Allah is pretty ticked off at him right now because he has failed at every step of the jihadist path.
All of that, and he still will most likely be forced to take showers with the other inmates, with all that this entails in prison.
I would wish to politely suggest that life for this little twit is far worse than death.....every moment of life is total humiliation for him, in every aspect of his existence.

This man exhibits some patriotic characteristics that most in the US Congress do not have
I’d say a preliminary hearing with him and any others who may have helped him is in order right now
A patriotic “Dirty Dozen” is what America needs right now
I’d trust him more than I would any stranger on the street
He obviously knew he would be discovered and he would probably face more hard prison time now then the Islamic sub-human terrorist he attempted to send to his 80 goats in Allahland Park or whatever

What is his sentence?
How old is he?
How long has he already served?
As long as he is not an illegal alien or a Muslim I think this man deserves a shot and could be a valuable asset
When I was in the service I saw some rough guys with shadowy backgrounds get straightened up and become great soldiers that I would trust in the toughest of any conditions

Sounds like he is still a good choice
America takes non-citizens into our military with unknown shady and criminal backgrounds
As we will not if we look at the surnames of those in Iraq who made up stories about American soldiers committing attrocities or killing innocent civilians
In one unit I’ve seen those names listed who were given immunity to testify in Court Martials and with constantly changing stories and sworn (Do over!) testimony

Possibly more like they wanted to avoid any possible breakout attempt while the prisoner was in a less-secure area
I almost stated his age in my reply because he is so young. But I didn’t pay attention to the UK part of it myself.
