In an easy way to explain it, lets say I have a car that can’t pass the smog test here in California. So instead of fixing it, I go to algore and buy some carbon offsets because the offsets are cheaper than fixing my car. Then I go to the smog station and show them the carbon offsets I bought. Then they have to pass my car no matter how much it smokes. So I pull out of the smog station, my car in a cloud of smoke, but I got my registration for another year. Everyone is happy and algore is richer.

So he'll be in the business of buying and selling hypothetical "points"? Like if some factory shows proof that they've lowered their carbon emissions, points go into the system and he can then sell those points?
That is the most amazing scam I've ever heard of. That's like name-a-star or buy-land-on-the-moon.
