An 80% reduction would require us to shut down the electrical power industry (except for nuclear) and give up all forms of fossil-fuel transportation (cars, trucks, rail, ship and air.) Of course, nuclear power would be difficult to use without the transportation of nuclear fuel.
Of course by 2050, all the current crop of politicians will be dead so one might as well promise whatever gets you elected in 2008.
