As if it makes any difference what the dam thing says. Any so called protections in the bill can easily be ignored by those trusted to enforce it or fund it. The drafters and supporters of this legislation are the true measure of what it is meant to accomplish. To measure this bill honestly, take all the negative aspects and ignore any so called protections and that will give you an idea of it's impact.
