Well for her I guess there wouldn't be any. But she certainly needs to be fired.
The cop(s) that manhandled him need to face assault charges, firing and jail. The same charges I'd face if I walked up to a random person and did the same thing.

And if the county DA does not want to, then their should be a non stop effort, everywhere he/she goes to bring up the case and make sure the DA is defeated for re-election. At every city hall meeting, pancake club, church outing, civic event. Fliers and signs and protests until the DA charges the Cops with THE CRIME !!
Same for the Mayor and every member of the council. Politics will at the least make them throw someone under the bus.
