In a perfect world, yes. However we do not live in a perfect world and other nations are under no obligation to follow international law as to the treatment of American citizens, who have been accused, and convicted of committing crimes abroad. The reality is, the only protection given to Americans traveling abroad, is what is ultimately determind by the sovereign nation they are traveling.
