So what happens if there is a gag order and someone breaks that....I mean what can they really do. And seriously why are they being so secretive and trying to cover things up. They have had the dead bodies now for almost 12 hours and they havent notified even the families!??? I think it is about damn time they tell the families about their children so they can start grieving for gods sake!

IF, and I say again IF a judge issues a gag order, violating it is simple contempt of court, and subject to the usual penalties for that.
A mayor, or a police chief does not have the legal authority to gag a private citizen.

cover up or try to prevent the perp - who was at the time, still on the loose with a gun, from shooting more people? Most people who have just murdered a bunch of people isn't going to hesitate to shoot more -
