Well after the Red Lake(MN) massacre of 3-21-05, they shut down the cell phone network and closed off all the roads to the rez, so this stuff seems to be SOP. Kinda sinister, if you ask me. And no, it was not the mayor who ordered the gaq orders; my gut feeling is the crime scene was federalized almost immediately. Note the FBI was on scene even before the perp died.

and usually any "local officials" are ordered to shut-up & follow the "new orders".
It's ludicrous to believe that the mayor of this small town (w/ his 3 cops ??) was issuing any orders.
