Apparently its the county with the SWAT team not the town. Still point is well taken, since they seem to have only a couple dozen deputies.
It would seem more sensible to have a regional SWAT team, as an additional duty for volunteer deputies in a multi county region. Perhaps with the state, the National Guard even, to provide lift to move them to where they are needed. That would reduce the incentive to use them for general warrant service, and they'd still be available for the rare hostage situation or heaven forbid a terrorist incident. (But Detroitistan isn't far off)
