That is part of the Democratic strategy to achieve a permanent majority: Motor Votor first [automatically register to vote with a driver license], then make sure all illegals can get licenses [ergo, they can vote]. 9/11 put a bit of a crimp in this plan (not much thought), but 6 years later its full speed ahead again.
