I think that would be pretty difficult too. But, perhaps enough hard evidence that could be retrieved and then bomb the place. Otherwise, why not just blow a few holes in the ship in 15,000 feet of water and let it all sink to the bottom? No radiation release, no evidence, even more complete silence from all parties.
