I believe negative effects are allowed as long as they don’t include declaring guilt or punishment for guilt.

Rush would be great on the floor of the Senate, but it will never happen because the DNC controls Congress. Hillary is behind Media Matters, Move On.Org and many other blogs, as Rush played the tape this morning with her voice stating just that.
