ANWR would be a better step.
I'm not against drilling ANWR. However, I doubt there's enough oil there to bring us to energy independence. Eventually, we are going to have to try something else. I doubt it's going to be ethanol long term. But it might be nuclear, biodiesel, and eventually, hydrogen.

You can consume natural gas to liberate hydrogen and end up with less available energy than what existed in natural gas. The other significant choice to to separate it from water, but this process consumes more energy than the fuel contains. Hydrogen, unless mined from other planets, is only a energy storage medium, not an energy source.
