Technically, war was declared in the AUTHORIZATION FOR USE OF MILITARY. FORCE AGAINST IRAQ RESOLUTION OF 2002.

However, Paul and his sheep don’t like it because the words ‘declare war’, specifically in that order, were not in there.

And, of course, the Constitution includes NO such specific requirement, nor does it specify any form of a declaration of war.
