I’ve seen a number of girls who are able to get their cuffs in front after being cuffed from behind, and vice versa.

The average American is incredibly anxious. No job security or loyalty from their employer, afraid of other people, no extended family for support, huge amounts of debt. You can say what you want about "personal responsibility" and all that. But if things don't improve I'm going to move back to Japan or Northern Europe.
