Not necessarily. You would have to do some serious statistical analysis to determine that. It is certainly not something we should put in the water. It does appear to meet a legitimate unmet medical need and thus provides a benefit to a subset of the population.
This is a Cancer vaccine.
It’s really simple though, you simply compare a person’s risk to getting a disease to the risk of dying from the vaccine. It sucks and I hope we can do better but you don’t take a drug that saves more lives then it takes.
People died from the polio vaccines; that was well worth the risk nonetheless.
