Maybe racism is being used instead of 'ethnic', to mean prejudices against other nationalities? My grandparents were all immigrants about a century ago, amongst thousands of East Europeans, an influx. My grandmother was Slovak and married a Russian. They experienced a variety of ethnic slurs and discriminations in the new country, but came here legally and learned the language and were happy to be here. Still, it was so difficult for my grandmother to find work to support her children after her husband's young death, that she changed the last name to an Italian sounding name and moved temporarily to NYC in search of work, which she found. It seems it's the influx of a large group unmotivated to assimilate that is causing the ethnic tensions.

All excellent points. Although the definition of 'race' has been undergoing cataclysmic (and many would say unscientific) changes, due in large measure to the politics of achieving racial spoils, one of the few specifics offered up in this article was that a ten year old child was able to quickly identify an immigrant woman, and other statements in the article suggest it's easily done in this matter as well. Perhaps they are more dark-skinned Gypsies? The article is careful to avoid such specifics so it's all a guessing game.
