I have been a bookkeeper most of my adult life. I have been a payroll supervisor.
There is a form I-9, which has been in place for many years. EVERY new employee MUST be vetted on this form. There are a number of ways for a person to prove who they are, but it knocks out persons not entitled to work in the USA if the form is corectly followed by the employer.
It has been in place for MANY years- late 80’s or very early 90’s.
I don’t know how any state could think they could pass legislation which would contradict this form and the purposes for it.
For employers today to say that they cannot figure out who is and who is NOT legal to work here, it is just plain crap, IMO.
I admit that false documents are getting more and more sophisticated,- thanks to the fancy color copiers-, but if you are paying attention and don’t want the $5,000 /day fine for each and every illegal, you will do your homeowrk and pre-clear these “employees”.
This is pure laziness, IMO, on the part of employers who want to skirt the laws.

Build the wall!!!!!!!
