As I understand it, the US Military draws out plans for almost all possible scenarios anywhere in the world so if something does happen suddenly, they are at least somewhat prepared. I would imagine there are several plans mapped out should anything happen with Iraq.
Yes of course the military has contingency plans. I was referring to the White House and the Congress.
