I suspect they have a pretty good idea who is going to take the bait, plus a protocol or when to shoot and when to scare them away from the bait. The program is probably more closely controlled and executed than the article would lead you believe. My guess is the writer was intent on presenting the program in the worst possible light. I’m amazed they didn’t tell us it was halloween candy that was being used for bait, but maybe that will be the story in late October.
