Yasuo Fukuda, a moderate on international affairs, won the leadership of Japan's ruling Liberal Democratic Party, positioning him to become the country's next prime minister, according to media reports.
Fukuda, 71, is set to succeed Shinzo Abe, who resigned unexpectedly on Sept. 12 after about a year in office. Fukuda will formally announce his cabinet Tuesday and is expected to retain many of Abe's appointees, the Nikkei News reported Monday.
Fukuda is expected to make three appointments Monday to senior party positions, including the posts of secretary-general and policy research chairman, the Nikkei reported.
Fukuda won the party election on Sunday by pledging to address domestic problems affecting pensions, elder care and more that have arisen from economic changes put in place by his predecessors, the Journal reported.
He defeated Taro Aso, a former foreign minister and the No. 2 executive within the party, the Journal reported. On Tuesday, the lower house of parliament should approve the appointment of Fukuda, after which he'll form a new cabinet, the paper said.
Speaking at a news conference following the election, Fukuda said he would work with the opposition party to foster dialogue and pass important legislation. "We would be doing huge disservice to the people if we continue to confront each other at the Parliament and block the passage of bills," the Journal quoted Fukuda as saying.
Among issues expected to top Fukuda's legislative agenda is the extension of an anti-terror law that has enabled Japan's military to operate refueling operations in aid of U.S.-led forces in the India Ocean.

There was a Yasuo Fukuda who used to teach at the old Washington Judo Club on Florida Ave. NE in DC in the early 60s while working on a masters degree at GW University. Not somebody who was going to take Osao Okano or anything like that but had the signature of all judoka from Keo i.e. 100% ambidextrous i.e. anything at all he could do to one side he could do equally well to the other and was fun to watch for that reason.
