No assumption needed. Scripture isn’t ambiguous in its description. Only those who like to engage in private interpretation, ignoring Peter’s counsel, seem to be confused.

In the exegesis of all scripture, any doubt about a verse is settled by determining whether the verse in question agrees with the rest of scripture, or not. (God doesn’t forget what he said and so disagree with Himself)

Nowhere in all the Bible does it say Jesus Christ’s Church is founded on Peter. The very notion is absurd.
