You should look at US military Geiger counters and dosimeters. The counters go up to 500 REM per hour, and the dosimeters go up to 600 REM. This suggests the same scale of operations.
Without serious medical intervention, 300 REM will kill.
‘Dropshot’, circa 1950, called for a retreat to the Pyranees and a possible toehold on the Cotenin peninsula of France. After a massive combined nuclear and conventional air campaign, the US and any surviving allies would have invaded and liberated Europe.

Look, Soviets send in their “victims”, defeat the remaining Nato forces. The follow up troops can avoid the “hot” areas and consolidate the hold on the territory.
Realistically, I agree with an old board game that simulated a Nato- Warsaw Pact conflict in Europe:
” to simulate tactical nuclear warfare, soak game map in lighter fluid and apply lighted match”.

Funny considering that only about 25% of the Soviet nuclear rockets would have detonated.
