Normally yes, but when you look at what he was referring to (vetoing the CHIP/SCHIP stuff) and the wording of "larger debate", it sure sounds like he wants something bigger, because "larger debate" to me is something above and beyond uninsured children and young adults.
Heck, at this point, would you be surprised if he said he wanted universal health care? Considering Bush's views on the border, illegal immigrants, etc., I doubt seriously very few of us would be surprised if Bush wanted universal health care.
