Watching live, I’m sorry but I see a whole lot of cops standing around at the crime scene.

Get in a car and look for the perp!

Next thing they’ll have a barricade situation and wait four hours to go inside.

You're seeing the command staff, school resource officers (SRO), investigative staff, etc..

Command staff has long since, if ever, been the type to go searching for armed criminals.

I use school resource officers as an example (not every SRO mind you) of persons who once went out chasing bad guys on the street, but have since moved into other positions (for various reasons such as having a schedule that fits their teenage kids sports schedule) or detectives who would be arriving to the scene much later and with unmarked cars most likely. They would then take over scene containment for patrol officers who would then form up into search/arrest teams and move out to where they are needed.

Investigative staff would be the detectives who would be there conducting th criminal investigation.

Then there are those who will stand around at the scene because they are unwilling to risk life an limb for even this sort of incident and they exist in every agency. But you can't very well hang out at the Pct in this instance, you've got to at least show up at the scene.
