I think the answer to that is yes. It does seem that the major news outlets are hesitant to state the race of the suspect.

About three years ago, the news in Denver warned against a 5'9 170 pound male in his 20's - 30's, with brown hair and brown eyes. He was wearing jeans. He was supposed to be dangerous.

Well, I think that description narrowed it down to about a quarter of the male population. It turns out they were looking for a Mexican illegal and they knew his name. Don't want to offend anyone, you know?
