If your purpose is to display the flag, you should follow the Flag Code as that defines how to do so respectfully.

I have a photo on my FR homepage of the US flag on my old submarine in the snow. That isn’t disrespectful. But if I printed it out and put it on a business card it would be.

The flag on the postage stamp was mentioned earlier. Perhaps you should contact the post office and demand that they stop using it. After all, a letter carrier or other post office employee could drop the envelope containing the image of the flag.

BTW, what is the proper procedure for disposing of envelopes with stamps having images of the flag on them?

If someone is wearing a flag because they are proud of America, it is fine with me. One the one hand, you claim it is important because it is a symbol of our country - but then you don’t want people to use that symbol to show their pride? Seems odd...

I’ll bet this ban was to keep a bunch of Cholos from displaying the mexican flag at school. In that case; good for North Carolina.
