A Representative voice of the people.. it loops right back on Article 1- All legislative powers herein granted shall be vested in a Congress of the United States...I do believe this is the first time I've heard the argument made that when the Constitution says "the people" it really means the Congress.
Does that mean the proper reading of the Second Amendment should be that Congress has the right to keep and bear arms?
