I was thinking the same thing when I heard about the tape. There is some sort of rule in Islam that makes it okay to attack and kill, even the innocent as long as a warning has been issued.

I recall after 911, some Islamic clerics denounced the attack because a proper enough warning was not issued.

That being said, there is another thread here that has noted that all the mention of present day details,on that tape, are said when the frame is frozen.
