PETERSON AIR FORCE BASE, Colo. – North American Aerospace Defense Command and U.S. Northern Command along with U.S. Pacific Command, the Department of Homeland Security as well as local, state and other federal responders will exercise their response abilities against a variety of potential threats during Exercise Vigilant Shield ‘08, a Chairman of the Joint Chiefs of Staff-designated, North American Aerospace Defense Command (NORAD) and U.S. Northern Command (USNORTHCOM)-sponsored, and U.S. Joint Forces Command-supported Department of Defense exercise for homeland defense and defense support of civil authorities missions.
VS-08 will be conducted concurrent with Top Officials 4 (TOPOFF 4), the nation’s premier exercise of terrorism preparedness sponsored by the Department of Homeland Security, and several other linked exercises as part of the National Level Exercise 1-08. These linked exercises will take place October 15-20 and are being conducted throughout the United States and in conjunction with several partner nations including Australia, Canada, and the United Kingdom, as well as the Territory of Guam.
VS-08 and National Level Exercise 1-08 will provide local, state, tribal, interagency, Department of Defense, and non-governmental organizations and agencies involved in homeland security and homeland defense the opportunity to participate in a full range of exercise scenarios that will better prepare participants to prevent and respond to national crises. The participating organizations will conduct a multi-layered, civilian-led response to a national crisis.
USNORTHCOM’s primary exercise venues for VS-08 include locations in Oregon, Arizona and a cooperative venue with USPACOM in the Territory of Guam. NORAD’s aerospace detection and defense events will take place across all the exercise venues, to exercise the ability to mobilize resources for aerospace defense, aerospace control, maritime warning, and coordination of air operations in a disaster area

The United States Northern Command (USNORTHCOM) has just announced plans for an anti-terrorism exercise called Vigilant Shield 08. The exercise which is slated to run from October 15th to October 20th is described as a way to prepare, prevent and respond to any number of national crises. The exercise is simply a test case scenario for the implementation of martial law. Although the description of the exercise is disturbing, USNORTHCOM also announced that they are more prepared for a natural disaster and a terrorist attack

Video PORTLAND, Ore. - A loud explosion, crumpled buses and cars and dozens of victims lying on the ground with authentic-looking injuries lent an air of reality to a major terrorism exercise that took place Tuesday at the Portland International Raceway, and at locations across Portland.
Compounding the realism was a cold, steady rain that made the ground slick and tested sensitive electronics equipment.
The city of Phoenix, Ariz., and the island of Guam are also taking part. The largest part of the drill, called TOPOFF 4, is taking place in Portland.
The small explosion Tuesday took place on a "set" at Portland International Raceway near a wrecked bus and other damaged vehicles. The set is designed to be a substitute for the Steel Bridge in Portland.
About 200 local residents acting as victims were then led to the explosion site. Emergency workers then commenced rescue operations.
During the drill, participants exposed to fake radioactive material were sent to OHSU and Legacy Emanuel for sorting and decontamination procedures. Many wore shirts soaked with fake blood and had stage makeup simulating burns or other injuries.
"There are many, many smaller scenarios that we don't know that are being injected in, to test out many parts of the system," Bob Porter, a Red Cross volunteer, told KATU News. Dozens of Red Cross workers are among the teams working during the dirty bomb drill.
Drew Starks (pictured below) played the part of a burn victim and is an emergency medical technician in real life. He said the scope and execution of the drill brings needed experience to emergency responders who may have only read about the procedures in an instruction book.
The drill is planned around a full-scale "dirty bomb" explosion and involves local emergency responders at the scene, in the city and on a national level. A "dirty bomb" is a conventional high-explosive spiked with radioactive elements. The resulting explosion spreads dangerous radioactivity over a large area and can make large sections of the affected area unlivable for extended periods of time.
People in the area can suffer from immediate radiation poisoning or the long-term effects of radiation exposure, including cancer.
Although dirty bombs do not explode with the force of an atomic bomb, terrorism experts believe modern terror groups may try to use them in American cities or elsewhere because they are easier to assemble and do not require the specific radioactive elements used in atomic weapons.
The purpose of the drill is to test the emergency response systems in the participating cities, along with medical response and the coordination of local and federal communication systems and officials. The drill also helps responders be prepared for other situations such as earthquakes, major storms or other natural and man-made disasters.
Funding for the drill was paid for by money already earmarked in Oregon's budget and $2.5 million in federal funds.
Drill officials said the TOPOFF exercises originated not with the Sept. 11, 2001, terror attacks but with the deadly 1995 sarin gas attack in the Tokyo subway that killed a dozen people and injured nearly 1,000 others.
That attack was blamed on the Japanese religious group Aum Shinrikyo and did not involve al-Qaida or a group currently regarded as a terror risk by the United States.
"TOPOFF 4" stands for "Top Officials," and the current drill is the fourth exercise. The drill concludes on Friday.

(2) In this directive:
(a) "Category" refers to the categories of executive departments and agencies listed in Annex A to this directive;
(b) "Catastrophic Emergency" means any incident, regardless of location, that results in extraordinary levels of mass casualties, damage, or disruption severely affecting the U.S. population, infrastructure, environment, economy, or government functions;
(c) "Continuity of Government," or "COG," means a coordinated effort within the Federal Government's executive branch to ensure that National Essential Functions continue to be performed during a Catastrophic Emergency;
(d) "Continuity of Operations," or "COOP," means an effort within individual executive departments and agencies to ensure that Primary Mission-Essential Functions continue to be performed during a wide range of emergencies, including localized acts of nature, accidents, and technological or attack-related emergencies;
(e) "Enduring Constitutional Government," or "ECG," means a cooperative effort among the executive, legislative, and judicial branches of the Federal Government, coordinated by the President, as a matter of comity with respect to the legislative and judicial branches and with proper respect for the constitutional separation of powers among the branches, to preserve the constitutional framework under which the Nation is governed and the capability of all three branches of government to execute constitutional responsibilities and provide for orderly succession, appropriate transition of leadership, and interoperability and support of the National Essential Functions during a catastrophic emergency;
(f) "Executive Departments and Agencies" means the executive departments enumerated in 5 U.S.C. 101, independent establishments as defined by 5 U.S.C. 104(1), Government corporations as defined by 5 U.S.C. 103(1), and the United States Postal Service;
(g) "Government Functions" means the collective functions of the heads of executive departments and agencies as defined by statute, regulation, presidential direction, or other legal authority, and the functions of the legislative and judicial branches;
(h) "National Essential Functions," or "NEFs," means that subset of Government Functions that are necessary to lead and sustain the Nation during a catastrophic emergency and that, therefore, must be supported through COOP and COG capabilities; and
(i) "Primary Mission Essential Functions," or "PMEFs," means those Government Functions that must be performed in order to support or implement the performance of NEFs before, during, and in the aftermath of an emergency.
Policy
(3) It is the policy of the United States to maintain a comprehensive and effective continuity capability composed of Continuity of Operations and Continuity of Government programs in order to ensure the preservation of our form of government under the Constitution and the continuing performance of National Essential Functions under all conditions.
Implementation Actions
(4) Continuity requirements shall be incorporated into daily operations of all executive departments and agencies. As a result of the asymmetric threat environment, adequate warning of potential emergencies that could pose a significant risk to the homeland might not be available, and therefore all continuity planning shall be based on the assumption that no such warning will be received. Emphasis will be placed upon geographic dispersion of leadership, staff, and infrastructure in order to increase survivability and maintain uninterrupted Government Functions. Risk management principles shall be applied to ensure that appropriate operational readiness decisions are based on the probability of an attack or other incident and its consequences.
(5) The following NEFs are the foundation for all continuity programs and capabilities and represent the overarching responsibilities of the Federal Government to lead and sustain the Nation during a crisis, and therefore sustaining the following NEFs shall be the primary focus of the Federal Government leadership during and in the aftermath of an emergency that adversely affects the performance of Government Functions:
(a) Ensuring the continued functioning of our form of government under the Constitution, including the functioning of the three separate branches of government;
(b) Providing leadership visible to the Nation and the world and maintaining the trust and confidence of the American people;
(c) Defending the Constitution of the United States against all enemies, foreign and domestic, and preventing or interdicting attacks against the United States or its people, property, or interests;
(d) Maintaining and fostering effective relationships with foreign nations;

Meanwhile, the borders are still open and 100,000 Muslims a year are entering the country (and that’s the legal ones). Of course they have to prepare for pandemonium and marshal law. They won’t deal with the triggers of violence, and so they’ve made it inevitable.
That’s what I heard it in relation to also.
