That specific comment was simply a cheap attempt to score political points (as opposed to scoring political points using a modicum of skill). A real reporter would've simply asked Rep. DeFazio whether he was admitting that he wasn't paying attention. Or if one did ask, you can be assured it only appeared on C-SPAN.
