Just a silly question, I suppose, but why would they be having a bail reduction hearing for a fugitive who has been on the lam for 15 stinkin years? Why does he deserve bail at all?

Because California is controlled by democtatic judges and politicians.
The RAT judges gave him one more chance to het away and he flubbed it.
