Like Dr Paul, you don't understand what Letters of M&R actually are. Letters of M&R do not now nor have they ever given Congressional authorization for a POTUS to use the military to fight wars.

And Dr. Paul is indeed a compadre of Robert Toricelli and Frank Church in that all three would leave Americans deaf, dumb and blind to the goings on in the world and underworld.
