ALBANY, Sept. 6 Senate Republicans grilled the state inspector general, Kristine Hamann, during a public hearing Thursday, and suggested that she faltered in her investigation of Gov. Eliot Spitzers administration and lacked candor.
Ms. Hamann, an experienced prosecutor, defended her handling of her inquiry, and a law professor called by Republican senators did not dispute her contention on a key issue: that she did not have clear standing to confer subpoena-issuing powers to Attorney General Andrew M. Cuomo, who was conducting his own inquiry.
Ms. Hamann also said she opposed Senate legislation that would compel her to refer future cases to the attorney general when there are allegations of wrongdoing by the governors staff or when she determines she has a conflict. The proposal, she said, would undermine her role as the governors internal watchdog.
The hearing, by the Senate Committee on Investigations and Government Operations, included verbal jousting between the Republicans and Democrats on the panel. It was the latest aftereffect of the report issued by Mr. Cuomos office in July, which found that the administration had misused the State Police in an effort to discredit Joseph L. Bruno, the Senate majority leader and top Republican in the state.
Ms. Hamanns answers did little to satisfy Republicans.
I was disappointed she wasnt more forthcoming, said Senator George H. Winner Jr., the Elmira Republican who is chairman of the committee. In comments afterward, he added that he felt the inspector general, an appointee of the governors, really didnt undertake any investigation....
