It’s the spanish translation of the U.S. Gov website. If you look above the seal, you see a link for English. They didn’t change the official seal to a spanish verison....sheesh.....all excited before looking closer...

I looked real hard, and here’s what I found...

They did change it to Spanish (and Spanish only as I saw no other seals), and specifically placed it on the Great Seal, because it is a jpg. The blue border is part of the Great Seal. It is a Spanish Language Version of the Great Seal of the US Government.

Are you effing kidding me!? Look AGAIN! Sure looks like spanish to me.

It is one thing to render a web page in another language for foreign visitors or people. But quite another to adulterate the Great Seal of the United States with a language it was never designed with. We speak English in this country; our founding documents were written in ENGLISH, the Great Seal was written in ENGLISH. I can see a mouse over pop up with a translation, but to alter the seal is an abomination.

What's next, altering the inscriptions on the Lincoln and Jefferson memorials to read in spanish?
