On the top:
"GOBIERNO DE EE.UU." and on the bottom
"ESTADOS UNIDOS DE AMERICA".
That is on the Official (Great) Seal. Then, when you cursor over it, it tells you in Spanish that it is the "Great Seal of the Government of the United States.*"
