New York City, NY (LifeNews.com) -- Presidential candidate Rudy Giuliani likes to talk about how he has lowered teen pregnancy rates and abortions by promoting adoption when he was mayor of New York. However, a new report finds teens in the nation's largest city have alarmingly high rates and over half of all teen pregnancies end in abortion.
The city government released the full report "Teen Sexual Activity and Birth Control Use in New York City," which contains a new survey of public high school students.
It finds that 69 percent of sexually active New York City teens use condoms, compared to 63% nationwide.
In 2005, the New York City teen pregnancy rate (including live births, abortions and miscarriages) was 94 per 1,000 girls aged 15 to 19. Nationally, the rate was just 76 per 1,000 in 2002 (the most recent year on record).
The vast majority of teen pregnancies (86 percent) are unintended, and more than half (62 percent) end in abortion.
Dr. Thomas R. Frieden, New York City Health Commissioner, admitted that abstinence education could help lower these rates, but still promoted contraception.
"Postponing sex has many benefits for teens," Frieden said. "It's the only sure way to avoid pregnancy and sexually transmitted infections (STIs). Teenagers who choose to have sex should know that condoms and long-acting contraceptives are both important."
The survey also asked teenagers about the morning after pill and found only 47 percent had heard of it with 54 percent of girls and 39 percent of boys knowing about Plan B.
Despite the results of the study, the city's health department said it will continue a school condom distribution program. The city also said it would to encourage teens to delay sexual intercourse as well.

In this particular case, it states that there is a contradiction. It's only a contradiction what he said aint true. But we don't know if it is or not for TWO BIG Reasons.
First, we don't have the numbers from before Rudy took office to know whether or not they are now lower (even though they are still high).
Second, WE DON'T HAVE THE NUMBER FROM WHEN RUDY LEFT OFFICE!!! We have a report from 2005. Uh? Hello? Rudy was gone already fora couple of years.
Why should he? He wasn’t mayor in 2005.
Unless he can point to any policies that Bloomberg changed, he’s got a share of the blame.

Exactly. There is a difference between lowering a rate and making it low.
In the case of something undesirable, either one is an achievement.

This article seems more than a bit disingenuous to me.
Life Site tends to associate itself with evangelical Christians. And evangelical Christianity is strongest here in the south.
That said, most southern states have a higher rate of teenage pregnancy than does New York City or State.

I don’t see how you call him out on this. As far as I can tell, the best predictor of a state having a low teenage pregnancy rate is having a large white population with few minorities.

Well, based on a study from 2000 (when Rooty Toot was in office), the pregnancy rate and abortion rate in NYC was way above the national average. Granted it had dropped, but it was still very high.

In case you haven’t been following the news, Rudy is not the Mayor of NYC. Michael Bloomberg is.
Rudy hasn’t been Mayor of New York since January, 2002.
Bloomberg is aggressively pro-abortion, requiring all medical students , interns, and residents, to learn how to perform abortions, even if it goes against their beliefs.
It’s actually pretty amazing how much contrast you see on this one.

I am not a supporter of Guiliani, however he hasn’t been Mayor of NYC since 2001. These numbers from 2005 have NOTHING to do with him.

What were the numbers BEFORE he became Mayor? That is the what needs to be looked at, not a comparison between 2000 and 2005.
