You need to call a financial advisor/CPA and change your investments around. Get some professional advice and straighten that mess up pronto.
You can pay it in installments, especially if you have the money--based on the rules in place, the IRS cannot refuse an offer in good faith to pay off a tax debt. You can make more interest on the money than they can charge you.... but it is marginal.
