Belize is prepared. They had a hurricane in the 60s which destroyed their capital, which was then on the coast. They built a new capital in the geographic center of the country and strengthened up their coastline.
That would be Hurricane Hattie which hit at a time when people were out celebrating the 10th of September. Back then from what my mom tells us, there was no forecasting of hurricanes, at least not down in Belize,so people were caught completely by surprise.
The capital was moved inland rather than have it be Belize City which is actually below sea level.
