The reason I ask is ... if this 'rare' fish came because of what men have done .... THEY WERE NOT ALWAYS HERE AND CAME FROM SOMEPLACE ELSE.
Which means, this is not the ONLY place the smelt are ..

If there's another city more deserving of water rationing to save an endangered species than San Francisco; I can't think of it.
Well there is D.C., of course, but that would be dreaming.
