There is a 3 day waiting period in Iowa. How did it happen that these two perverts received an exception? Why did the so called judge make his ruling late thursday aftermppm and the ruling to be immediately?

There is a 3 day waiting period in Iowa. How did it happen that these two perverts received an exception?
Apparently by paying a $5 fee and convincing a judge to grant them an exemption to the waiting period. I've not seen whether the latter was done by the same activist judge or by another one.
