Paul is studiously ambiguous on that point.
He says that he has "seen no evidence" that the US deliberately plotted 9/11, but that the investigation into 9/11 should be reopened, and that there is a "real danger" that the US will manufacture terrorist attacks in the future.
In other words, Paul says just enough to convince Truthers that he is one of them, but never enough to remove all doubt.

Nonsense. When asked outright if he believed the U.S. government was behind the 9/11 attacks, he answered "Absolutely not." You spend enough time on these threads to be aware of that fact, yet you come on here and immediately post this lie. He is not a truther, and he is not ambiguous about it.

What he has sais is that a new investigation would show is typical big-government ineptitude and masmanagement, but he does not believe that anybody excect terrorists brought the plane down. In fact he’s the only politician I’ve heard refer to them as “Saudi terrorists.”
