According to the pre-1948 rules, both Jews and Arabs are permitted to settle anywhere in Palestine, borders to be determined later.
That’s never been rescinded, so Jews can ‘legally’ settle anywhere.
Prior to the 1920s, the Golan Heights were part of the British Palestine mandate. They were traded to French-controlled Syria in exchange for French acceptance of some British claims in Iraq. (So if anyone is to ‘return’ the Golan, it is Syria which should ‘return’ it to the inheritors of “British Palestine”, i.e., in this case, Israel.)
Egypt, Jordan, Syria, and Lebanon (to name a few) violated the UN agreements and invaded the former British Palestine mandate and attempted to seize control for themselves of as much of it as they could. The only “illegal occupation” of any part of that land was by Jordan (1948-1967) and Egypt (in Gaza).
