Fred Thompson's campaign-in-waiting will hold a 4 p.m. conference call today with supporters to brief them on plans for the former Tennessee senator's presidential announcement next week, according to an e-mail obtained by Politico.com

If any licensee shall permit any person who is a legally qualified candidate for any public office to use a broadcasting station, he shall afford equal opportunities to all other such candidates for that office in the use of such broadcasting station:
Provided, That such licensee shall have no power of censorship over the material broadcast under the provisions of this section.

(C) Television broadcasts A candidate meets the requirements of this subparagraph if, in the case of a television broadcast, at the end of such broadcast there appears simultaneously, for a period no less than 4 seconds (i) a clearly identifiable photographic or similar image of the candidate;
Here's the FCC Rules in question about equal time. If you need more information how this applies to Fred, I suggest, strongly, you look for yourself.
The existence of regulations has never been in question. The question, and the only question has been, when did Fred or his organization offer this L&O/equal time question as the reason for all the delays, rumours, and announcement dates that didn’t happen?
When did Fred specifically say these are the reasons for his often delayed announcement of his candidacy?
What Fred might have said in Iowa within the past couple of weeks is irrelevant. The question of why all the delays and rumours has been around since June at least. See my #204.
