47 U.S.C. § 315.

(a) Equal opportunities requirement; censorship prohibition; allowance of station use; news appearances exception; public interest; public issues discussion opportunities

If any licensee shall permit any person who is a legally qualified candidate for any public office to use a broadcasting station, he shall afford equal opportunities to all other such candidates for that office in the use of such broadcasting station:

Provided, That such licensee shall have no power of censorship over the material broadcast under the provisions of this section.

And

(C) Television broadcasts A candidate meets the requirements of this subparagraph if, in the case of a television broadcast, at the end of such broadcast there appears simultaneously, for a period no less than 4 seconds— (i) a clearly identifiable photographic or similar image of the candidate;

Here's the FCC Rules in question about equal time. If you need more information how this applies to Fred, I suggest, strongly, you look for yourself.

The existence of regulations has never been in question. The question, and the only question has been, when did Fred or his organization offer this L&O/equal time question as the reason for all the delays, rumours, and announcement dates that didn’t happen?

When did Fred specifically say these are the reasons for his often delayed announcement of his candidacy?

What Fred might have said in Iowa within the past couple of weeks is irrelevant. The question of why all the delays and rumours has been around since June at least. See my #204.

That’s a long video. Quote what he says that you think is relevant, or post where in the video any relevant quotes take place.

Some of you sure are determined to be right when the only question at hand is as stated in #204.

Let me offer a counter argument: When did Fred say he was delaying his announcement? He didn’t. OTHERS have been speculating as to when he would announce, he hasn’t.
