Agreed. At most, any federal structure in Iraq should be like that of our own government before the New Deal, with governmental roles confined to defense, the printing and regulation of the money supply, the regulation of interstate commerce, and customs and tariffs. A wiser course would be for an Articles of Confederation arrangement, for either a Bill of Rights imposed upon the constituent states or a guarantee of republican government for them could easily provoke a civil war
