"Brownie" refers to Michael Brown, who was head of the Federal Emergency Management Agency when Katrina struck the United States on August 29, 2005. He was criticized as being a political appointee unprepared to lead FEMA when a floundering government effort stranded thousands for days in flooded New Orleans.

FEMA is a relief agency, not a response agency. FEMA doesn't do rescues.

The President would ride herd on hundreds of government agencies and organizations without his own man in charge of each. It is a bogus, strange proposal.

Further, why allow political hacks as President? Let’s make Presidents experts, with qualification criteria, and have the heads of the agencies appoint them. We could have white smoke come from the top of a civil service building when a new President has been appointed.

So he wants to try privatizing the rebuilding of NOLA since 50 billion spent with the government did nothing - but feels the government is qualified to be in health care and everything else.

I agree but more to the point, this proposed law is a law to make GOP presidents appoint Dims to key positions. Dims of course award each other phony awards and more often than members of the GOP have academic degrees rather than work experience.

It is hard enough for a GOP president working with a bureaucracy packed with partisan Dims, but now they want the political appointees of a GOP president to be Dims.
